Reading and ESL Program Chair Transition Plan
Teaching Units

The District and CCFT agree to implement the following Side Letter for 2014-15 through 2015-16.

History: In spring 2014, a cluster (an academic program grouping or consolidation of small programs given related curriculum and subject matter) was established for Reading and ESL Program Chair (PC) duties.

As separate programs, Reading and ESL were allocated 11 teaching units for Program Chair duties for the 2013-14 fiscal year. The programs allocated 5.63 teaching units to program chair duties for fall 2013. The remainder of the 11 teaching units, 5.37 teaching units, were allocated to Program Chair duties for this Reading/ESL cluster for spring semester 2014.

The program chair matrix was computed for 2014-15 with the two programs combined into a cluster, resulting in 6.25 teaching units for the program chair of the cluster. However, the District recognizes that combining these two programs will require transitional adjustments, creating additional work for the program chair during a two-year transition period. The district proposes to phase in the use of the program chair matrix unit allocation for this cluster over 2014-15 and 2015-16 as follows:

In 2014-15 the program chair of the Reading/ESL cluster will be paid 9.4 teaching units.

In 2015-16 the program chair of the Reading/ESL cluster will be paid 7.8 teaching units or the number of teaching units indicated on the program chair matrix, whichever is higher.

Starting in 2016-17 the program chair of the Reading/ESL cluster will be paid the number of teaching units indicated by the program chair matrix.
